No collecting in public (municipal, county, state or national) parks, except with a permit for scientific research.

Private land okay only with permission, and as far as I know, no limits on collecting ants on rural roadside rights-of-way, nor surprisingly, on National Forest or Bureau of Land Management lands, but don't make a big mess or you'll raise eyebrows!

It is often possible to collect almost non-destructively, as weather warms after a rain or cool spell, by lifting rocks boards or whatever, and finding the colonies gathered near the surface and requiring little digging.

Right now is about the worst time of year for ant collecting at low elevations, but in the mountains, where nights are cool, there are plenty of opportunities.
